E-Bike and E-Scooter Safety Certification Report 2026

How many e-bikes, e-scooters and electric dirt bikes sold in the US state UL 2849, UL 2271 or UL 2272 certification, by price, type and brand: 935 ranges from 62 brands analysed.

eBikeTrusted Research · Updated 25 October 2026

Lithium-ion battery fires have made safety certification the first question about any e-bike or e-scooter. New York City requires it, California requires it from 2026, and a national US standard has been proposed. So how many of the models on sale actually tell buyers they are certified? We analysed every range in the eBikeTrusted database: 935 ranges from 62 brands, as of 24 October 2026.

  • In Europe, EN 15194 is named for only 11 of 252 e-bike ranges (4%).

E-bikes: about one in five states UL 2849

UL 2849 tests an e-bike's battery, charger, motor and controller together as one system. Of the 488 e-bike ranges on sale in the US in our database, 96 state it. 45 of them also state a UL 2271 certified battery. Another 29 state UL 2271 for the battery alone, which is a good sign but not the same thing: the charger, motor and controller have not been tested with it. See every e-bike that states UL 2849 →

Europe

EN 15194 is the European standard for pedelecs and EN 17128 for e-scooters and other light electric vehicles. Few brands name them: EN 15194 for 11 of 252 e-bike ranges sold in Europe and the UK (4%), EN 17128 for 8 of 43 e-scooter ranges (19%). A CE mark is the maker's own declaration; the standard and the test report behind it are what a buyer can check.

Why it matters

  • New York City has required UL 2849 for e-bikes, UL 2271 for their batteries and UL 2272 for e-scooters sold, rented or leased since September 2023.
  • California allows an e-bike to be sold from 1 January 2026 only if its battery has been tested to UL 2849 or EN 15194 by an accredited laboratory.
  • New South Wales has required e-bikes, e-scooters and their batteries to be tested, certified and marked before sale since 1 February 2026.
  • The US Consumer Product Safety Commission proposed a nationwide standard built on UL 2849, UL 2271 and UL 2272 in June 2026.

A certification a brand doesn't state can't be checked by the buyer, the landlord or the building manager who has to decide whether a bike may come inside. Our certification guide explains what each standard tests and how to look up a claim, and the rules page lists the laws with their official sources.

For brands: get your certification verified

If your product holds a certification that this report or its product page does not show, send us the certificate or the certifier's file number through our contact page. We check it against the certifier's own records, mark it as verified on the product's page with its number and date, and include it in the next update of this report. Verification is free. Methodology

This report covers every range in the eBikeTrusted database as of 24 October 2026: 935 ranges of electric bikes, electric scooters and electric dirt bikes from 62 brands. A range is a model sold under one name, with its sizes, colours and battery options counted together. For each range we record the safety certifications its brand states on its official product pages, and its current prices at the brand's stores in each market. "Sold in the US" means the range is offered at the brand's US store; prices are the lowest current US price in dollars.

A range counts as stating a standard when its brand names that standard for the product. A range that does not state a certification may still hold one; it means a buyer cannot see it on the product page. The figures are recalculated with every update of the database.
